OPENING CEREMONY OF EKO ATLANTIC

President Goodluck Jonathan on Thursday 21st February did the opening of Eko Atlantic and as well commended the Lagos State government and all involved for the success of the project.


The president made this commendation at the opening of the Eko Atlantic City, which was witnessed by former U.S. President Bill Clinton in Lagos.
President Jonathan announced that the Federal Government will soon launch a new mortgage promotion agency which will ensure that all Nigerians have access to proper housing.
He said, “I am pleased to announce that we have commenced work on establishing a Nigeria Mortgage Refinance Corporation (NMRC) to help in providing finance for the housing and construction sector.
“The NMRC, which will be private-sector led, will be established as a PPP arrangement. The partners will include the Federal Government, Nigeria’s local banks and savings & loans institutions, and the multilateral institutions, especially the World Bank which is providing concessional credits of three hundred million dollars. Subsequently, the NMRC would be able to access the capital markets to raise long-term funds via bond issues.”

REMARKS BY HIS EXCELLENCY, PRESIDENT GOODLUCK EBELE JONATHAN, GCFR, AT THE MAIDEN VISIT TO THE EKO ATLANTIC CITY PROJECT IN VICTORIA ISLAND, LAGOS, ON THURSDAY, 21ST FEBRUARY, 2013.
PROTOCOLS
1. I am highly delighted to be here today on my maiden visit to the construction site of Eko Atlantic City. This landmark event is continuing the good news narrative that Nigeria must embrace permanently.
2. It took us nineteen years for us to win the nation’s cup again; the trains that now run from Lagos to Kano took us another nineteen years to get them back on track.
3. And in this same year preceding our centenary, we are gathered here to witness the ground breaking of a modern city that will rise from the Atlantic bed in the commercial nerve centre of our beloved Lagos. This is good news indeed.
4. I want to congratulate South Energyx Nigeria Ltd, the Government and good people of Lagos State, Messrs Dredging International Ltd and all the financial institutions, especially First Bank of Nigeria Plc, First City Monument Bank, Guaranty Trust Bank, BNP Paribas Fortis and KBC Bank, for this most outstanding initiative.
5. The correlation between well-planned development and good quality of life as a bedrock for higher standards of productivity and sustainability cannot be over emphasized even as we note that housing is an important sector that provides jobs for our young men and women.
6. It is in this regard that the Housing and Urban development sector has been accorded priority attention by my Administration in recognition of its huge potential as an engine of growth and sustainable development. To this end, the enabling policy frameworks for kick-starting the revitalization of this sector are now being put in place.
7. As part of the overall Transformation Agenda, this administration is committed to harnessing the potential of the housing and construction sectors as an important growth area for the Nigerian economy.
8. All over the world, housing and construction constitute an important component of GDP. The sector has extensive backward and forward linkages, and thus can drive job creation for the building materials industry, for artisans such as plumbers, carpenters, and masons, and also for those who specialize in the interior and exterior decoration of buildings.
9. Admittedly, there are challenges in the housing and construction sector that cut across a number of areas, including property titling and high costs of building materials among others. To resolve these challenges I convened a presidential retreat with a view to consulting widely and extensively with various stakeholders so as enable Government take the right decision in the interest of our people.
10. I am therefore pleased to announce, as one of the outcome of the retreat, that we have commenced work on establishing a Nigeria Mortgage Refinance Corporation (NMRC) to help in providing finance for the housing and construction sector.
11. The NMRC, which will be private-sector led, will be established as a PPP arrangement. The partners will include the Federal Government, Nigeria’s local banks and savings & loans institutions, and the multilateral institutions, especially the World Bank which is providing concessional credits of three hundred million dollars. Subsequently, the NMRC would be able to access the capital markets to raise long-term funds via bond issues.
12. We anticipate that the NMRC will provide more liquidity to the housing and construction sectors, and with its operations, would hopefully lead to reduced mortgage and construction finance interest rates.
13. The e-collection platform created by the Federal Mortgage Bank of Nigeria (FMBN) for a more efficient collection and management of the National Housing Fund (NHF) and the broadening of its products to include provision of credit for informal sector workers are other complementary efforts to increase accessibility and affordability to mortgage finance.
14. With the on-going efforts to deal with the low capital base of mortgage institutions through new policy measures, we are optimistic that more Nigerians will be provided the opportunity of having access to home ownership.
15. The current policy measure of Government to encourage private sector participation in housing delivery through the Public-Private Scheme is also yielding good results with the implementation of a number of pilot schemes by the Federal Ministry of Lands, Housing and Urban Development under the contractor-finance initiative.
16. The lessons from this initial effort are to be factored into a larger plan to gradually upscale the scope of implementation in the coming years to deliver more housing units using a variety of alternative technologies to promote accessibility and affordability in housing delivery.
17. The Federal Government of Nigeria is working with the State Governments to reduce the transaction time and the cost of the acquisition of land titles so that we can meet our objective of reducing the national housing deficit through substantial addition to the current stock.
18. I have received briefing to the effect that the construction of Atlantic City is benefiting from cutting-edge technology with special attention paid on climatic conditions including the perennial threats of ocean surges that has posed serious challenge to human and property on the coast of Victoria Island.
19. When completed, the Atlantic City will not only benefit the promoters of this project, but it will be an important addition to our nation’s strive to promote tourism and good living. The Project is a great example of partnership, for it brings private individuals and companies who have the knowledge and requisite expertise to transform land lost to erosion into a delightful Ocean City.
20. Distinguished ladies and gentlemen, new cities are good, new cities are smart, new cities help to improve our thinking and our lives. We will encourage urban renewal, and where necessary new cities to be built to complement the old. It is in this regard that the Federal Government has given its full support to the construction of the Eko Atlantic City. I want to encourage every state government and other entrepreneurs to emulate this noble initiative.
21. Once again, I thank the initiators for this outstanding legacy project that will not only benefit the present generation, but generations yet unborn as well.

INFORMATION ON NYSC CERTIFICATES

TO: ALL APPLICANTS
We appreciate all our esteemed Ex-Corps Members, Employers of labour, and Stakeholders etc. for their quest of knowledge regarding our mandate.
Below are the various requirements for any of the under-listed needs.
VERIFICATION OF CERTIFICATE

Write a letter of request to the Director-General, National Youth Service Corps, Directorate Headqua...
rters, plot 416, Tigris Crescent, Maitama, Abuja. It should be marked “Attention: Director (Corps Certification)”
Make photocopies of the Certificate(s) that you want to be verified, serially numbered with your marker or pen and attach them to the letter. Please note that these are the Certificates produced by the National Youth Service Corps:
Certificate of National Service
Certificate of Exemption
Letter of Exclusion
(3) Submit your letter at the Director-General’s Registry on the sixth (6th) floor of the complex, that is, Yakubu Gowon House – NYSC NDHQ and await your reply.
(4) Other information to note:
(a) Ensure to reflect your e-mail address
(b) Ensure to reflect your telephone number and
(c) Ensure to reflect your traceable contact address on your letter
to us.

PROCEDURE FOR THE COLLECTION/REPLACEMENT OF CERTIFICATE OF EXEMPTION
In accordance with the National Youth Service Corps Decree 1993 section 2 subsection (1) it is stipulated that;
‘’With effect from 1st August, 1985, a person shall NOT be called upon to serve in the service corps if, at the date of graduation or obtaining his diploma or other professional qualification’’-

He is over the age of thirty (30) years
He has served in the Armed Forces of the Federation or the Nigeria Police Force for a period of more than nine months; or
He is a member of staff of any of the following, that is,
The Nigerian Security Organization or
The State Security Service, or
The National Intelligence Agency or
The Defence Intelligence Service or
He has been conferred with any National Honour.
These categories of persons are therefore exempted from service and issued with the Certificates of Exemption.
LEGIBILITY: - Nigerian Graduates either home or oversea trained who have the stipulated qualification of (B.SC, B.A or HND) from approved or accredited Institution by (NUC, NTBE or NCCE) are eligible for Exemption Certificate however while foreign trained graduates must submit their Certificates at the Mobilization Department for Evaluation.
PROCESS OF COLLECTION OF CERTIFICATE OF EXEMPTION

HOME TRAINED GRADUATES – The process begins from the Corps Producing Institutions i.e. the tertiary institutions attended. The School submits the master list of their graduates alongside with the Senate approved result to NYSC.
A print-out is processed by NYSC classifying those to be called up for service and those to be exempted. This print-out is sent back to the Institutions for verifications and corrections after which they are returned to NYSC as an agreed/corrected document.
With the print-out, the Certificates of Exemption are produced, documented and sent back to the Institutions for issuance to the appropriate persons.
Please note: Collection of Certificate of Exemption for home trained graduates is only done in the Institution of graduation and not in NYSC office.

FOREIGN TRAINED GRADUATES
The process begins with the evaluation of credentials and other related documents i.e. International passport. After the evaluation of credentials the foreign trained graduate is then registered and this is physically done at the NYSC directorate headquarters, Abuja.
It is at the point of registration that the classification of who to be called-up or who to be exempted; is determined.
ii. Certificates of Exemption are therefore produced for those exempted from service.
iii. Such Certificates of Exemption for foreign graduates are to be collected at the NYSC directorate headquarters at the stipulated time communicated.
Please note, that collection of Certificate of Exemption is grouped under the three batches of the service year, depending on the date of registration. This equally would be communicated to exempted graduates at the point of registration.
NOTE: Collection of Certificate of Exemption is strictly with identification such as International passport and the bearer MUST BE PHYSICALLY PRESENT.
CORRECTIONS/COMPLAINTS
Issues of complaints and corrections for home trained graduates are to be routed through the Institutions of graduation. The school then forwards such cases with necessary attachments such as photocopy of print-out to NYSC for the purpose of rectification or further necessary action.
Foreign trained graduates are to submit handwritten application with the attachment of photocopy of International passport –data page and original Certificate of Exemption to be addressed to the Director-General, NYSC NDHQ, Abuja, indicating their address and telephone number.

REPLACEMENT
In the case of loss of Certificate of Exemption, the following steps are to be taken.
Home Trained:

A letter of notification/request routed through the Institution of graduation and addressed to the Director-General, NYSC.
Police Extract/Report
Court Affidavit
Where available, a copy of the lost Certificate of Exemption
Foreign Trained:

A letter of notification/request addressed to the Director-General, NYSC.
Police Extract/Report
Court Affidavit
Photocopy of International passport
Where available, the copy of the lost Certificate of Exemption
It is in policy the Scheme does not reprint lost or burnt Certificates. Letters of Confirmation are issued in places of lost.
COLLECTION/REPLACEMENT OF CERTIFICATE OF NATIONAL SERVICE
“A” Modalities for the collection of Certificate of National Service

Certificate of National Service is issued to State Secretariats at the Directorate headquarters through the State Certification Officers thrice a year for delivery to deserving Corps members.
Only Corps members duly discharged from National Service and Certificated on presentation of letters of clearance from employers, CDS Inspectors and I.D card are issued with Certificates.
Those who benefited from WAP loan facility are issued theirs on full repayment of the loans.
Corps members with pending disciplinary case(s) are not certificated until he/she is cleared.
“B’’.LOST CERTIFICATE OF NATIONAL SERVICE
In the case of loss of Certificate of Exemption, the following steps are to be taken.

Police Extract/Report
Court Affidavit
Letter of Introduction from where the Ex-Corps member is discharged i.e. State of Service
Where available, a copy of the lost Certificate
It is in policy that the Scheme does not reprint lost or burnt Certificates. Letter of Confirmation is issued in place of lost.
‘’C’’.ERROR IN CERTIFICATE
Upon noticing any error on your Certificate, return it immediately to the State Certification Officer for possible correction where the error is traceable to NYSC. Certificates are produced based on what the Ex-Corps member penned on the format during the orientation exercise.
In case you are to proceed to NYSC NDHQ for collection of corrected Certificate, the following are required of you.

Letter of Introduction from the NYSC State Secretariat addressed to the Director-General.
Handwritten application.
Valid I.D Card
NOTE: Certificate of National Service is not issued by proxy.
MODALITIES AND STEPS FOR ISSUANCE OF TEMPORARY LETTER OF EXCLUSION

Graduates of various Institutions who have completed their part-time programme and have obtained their Degrees/HND/Certificates or Professional qualification as regulated by NUC/NBTE or evaluated by the Federal Ministry Education with effect from 2001 to date are eligible to be issued Letters of Exclusion.
Application for the issuance of Letters of Exclusion should apply to the office of the Director-General and attach the photocopies of the following:
Degree/HND/Professional Certificate or Statement of Result
Means of Identification e.g. I.D cards- Driver’s license, International passport
One passport photograph

Presentation of Letter of application for replacement attached with the following documents.
Police extract
Court Affidavit
Photocopy of lost original letter of exclusion.
Where the above (c) is not available, the applicant must furnish the department with the date of issuance and certificate number.
Original copy of his/her Institutions Certificate of graduation.
Identity card or driver’s license or International passport.
NOTE:

NYSC Original Letter of Exclusion is not replaceable hence client will only be issued with letter of attestation/confirmation.

IT'S NEVER TOO LATE

More than hundred years ago, a man looked at the morning newspaper and to his surprise and horror, read his name in the obituary column. The newspaper had reported the death of the wrong person by mistake. His first response was shock. “Am I here or there?” When he regained his composure, his second thought was to find out what people said about him.

The obituary read, “Dynamite King Dies.” And also “He was the merchant of death.” This man was the inventor of dynamite and when he read the words “merchant of death,” he asked himself a question, “Is this how I am going to be remembered?” He got in touch with his feelings and decided that this was not the way he wanted to be remembered. From that day on, he started working toward peace. His name was Alfred Nobel and he is remembered today by the great Nobel Prize.

I have said it here time without number that the only perfect human being is the person who can walk on water and I don’t know if there is any human being who can do that. It goes to show that as human beings, we are bound to make mistakes. But the problem is, some of us don’t learn from our mistakes. Some think it’s too late to make corrections. But come to think of it, is it ever late to start over again?

Colonel Sanders had the construction of a new road put him out of business in 1967 and so he retired from the railroad broke and alone at 65 years! He got his first Social Security check for $105, and he got mad. But instead of blaming society or just writing congress a nasty note, he started asking himself, “What could I do that would be valuable for other people? His first answer was, well I have this chicken recipe everyone seems to love! He went and started knocking on doors, telling each restaurant owner his story; “I’ve got great chicken recipe, and I think if you use it, it will increase your sales. And I’ like to get a percentage of that increase.”

Well, many people laughed. They said, “Look, old man, get out of here. What are you wearing that stupid white suit for?” Instead of feeling bad about the last restaurant that had rejected his idea, he immediately started focusing on how to tell his story more effectively and get better results from the next restaurant. He spent two years driving across America in his old, beat-up car, sleeping in the back seat in his rumpled white suit because he couldn’t afford a motel room, getting up each day eager to share his idea with someone new. Often, the only food he had was a quick bite of the sample he was preparing for prospective buyers.

All in all, Colonel Sanders was rejected 1, 001 times before he heard his first yes. Few years later, at the age of seventy-five, Colonel Sanders sold his fried chicken company for a finger-licking $15 million! Today there are thousands of Kentucky Fried Chicken franchises in hundreds of countries all over the world.

DON'T LIVE ON BORROWED MONEY



  1. This is a thought I have always held on my mind. I have always wondered if any other person shares the same opinion. It is an approach I have to life which I can’t really remember how I caught it. This thought, or opinion, or approach, whichever you choose, is the target of living a debt free life. Somehow, living on borrowed money or borrowing to survive is one thing I detest and those lines of Scripture that says, ‘Owe no man anything…’ and the other one that says, ‘the borrower is a slave to the lender’ encourages my resolve not to go the way of the borrower. I also agree that a man who desires to attain financial freedom must form a habit of not borrowing to live. While I kept gleaning from pages on financial wisdom I came across this piece by Faith A. Oyedepo to the singles and it says,
  2. “What do you gain buying clothes, shoes, jewellery, television set, telephone hand set, etc on credit when the ones you have are not complaining? Who are you trying to impress? Please live your size per time and cut off from friends who drive you to live above your means. Engage in buying things that are necessary and vital per time for God hates waste. (John 6:12)”
